I should also say, just to confuse the issue further, I just tried both the
sites I mentioned using Mozilla Firefox. I find that in that browser, Windows
Live continues to run very slowly indeed but that the BBC News site appears
entirely normally.

This may mean that the speed of Windows Live is nothing to do with my
machine but that, as regards the BBC News site example, Internet Explorer 8
has some sort of issue with how it displays certain websites such that the
graphics can be lost altogether.
Any suggestions?
