Establish a group policy…
**1.Type “gpedit.msc” in the Vista Start Menu or in the Run
dialog box to open Group Policy Editor.
2.Click “Continue” for the UAC prompt.
3.Go to User Configuration/ Administrative Templates/ Start Menu/
Taskbar.
4.In the right side pane, locate the option called “Lock the
Taskbar”.
5.Right click on “Lock the Taskbar” and select
“Properties”.
6.Select “Enabled” to to enalbe “Lock the
Taskbar” and “Disabled” to disable the option.
7.Click “Apply” and close the Group Policy Editor.
