XP SP3. Been trying to resolve this issue on my parents’ PC. They’ve been
receiving "Windows Installer Service Cannot Be Accessed….." message for a
couple of months. I’m just now getting to put my hands on the machine and
have tried a number of suggestions I found on the net including unreg and
reg, making some adjustments in Services, re-reg WU .dlls, and attempted
msicuu2.exe cleanup utility that gives me a similar error about Installer
problems. I get this when I try to uninstall and also when trying to open
Excel (Office XP). Can open Word just fine.

At the same time, I cannot get KB951847 to install. Looks like it dl’s ok,
but then craps out at the end of install.
